Can AEO or GEO top placement be guaranteed? What to check before choosing an agency

AEO and GEO raise the chance a brand is mentioned or cited in AI answers. Generative AI answers the same question differently by model, moment and context, so sustained top placement cannot be guaranteed — OpenAI states as much in its own documentation. Evaluate an agency on repeated measurement, mention and citation rates, competitor visibility and published data.
Why “guaranteed top placement” has become a problem in the AEO and GEO market
On 13 August 2026 ZDNet Korea reported that, as the AEO and GEO market grows quickly, a run of overselling cases has raised concerns about trust in the market. In summary:
- Demand is rising fast. Per Kmong figures cited in the article, AI marketing accounted for 12% of all AI service requests in the first quarter of this year, up sharply from 7% the year before, with AEO and GEO the largest share within it. In the US, a Conductor survey found 94% of enterprise marketing executives planning to increase AEO investment this year
- Overselling cases have appeared. One GEO agency was reported to have offered journalists a per-article payment in exchange for placing client coverage. Such an approach is far from normal reporting and editorial practice, and concerns were raised about the damage to press credibility
- There is still no common standard for measuring results. Because the same question can produce different answers, and because isolating how much a given piece of content or article influenced an answer is difficult, the article’s assessment is that claims of guaranteed visibility from a particular method are hard to verify

This article starts from that report’s concern and sets out the next step for the side actually choosing an agency — why a guarantee is not possible, what to measure instead, and on what criteria to choose. Navirang also sells AEO, so the criteria below apply to us as well.
What AEO and GEO are
AEO (answer engine optimization) is optimization work that raises the chance that answering systems — ChatGPT, Gemini, Perplexity, Google AI search — understand a company, brand or content and mention or cite it while answering a question. GEO (generative engine optimization) focuses on visibility inside generative answers; in practice it overlaps with AEO almost entirely, and the industry uses the terms interchangeably.
The difference from conventional SEO, in one sentence: SEO deals with visibility and clicks on a search results page; AEO and GEO deal with mentions and citations inside an AI-generated answer. Why “top placement” in ChatGPT cannot be guaranteed
The impossibility is not a matter of sales diligence but of how the system is built.
- The same question can produce different answers. Generation is probabilistic, and results shift with model version, moment, whether search ran, and user context such as location and memory. OpenAI’s own documentation explains that location and memory can be reflected in query rewriting
- There is no fixed 1st to 10th. Order of appearance inside an AI answer is not the same concept as a fixed position on a search results page; it is a generated result that can differ run to run. The survey of 45 GEO studies confirmed run-to-run variability repeatedly
- Engines reference different sources. ChatGPT uses third-party search providers (the documentation names Bing and Shopify) plus its own crawler; other engines use their own paths. The same question producing different results per engine is normal
- AI companies do not publish their answer generation algorithms. So a claim that some single piece of work guarantees visibility is difficult to verify at all. OpenAI goes further and states in its documentation that there is no way to guarantee top placement
For reference, per the ZDNet report, OpenAI shows advertising in ChatGPT in an area separated from ordinary answers and operates it so that ad spend does not influence answer content or brand recommendations. There is no official path where paying puts you into an answer.
What to measure instead of top placement
Not the result of one question but a probability and a trend from repeated measurement. Six metrics form the base.

Seven things to check when selecting an AEO agency
- Which questions performance is measured against — will they show you the question set?
- Is it repeated measurement rather than a single test?
- Do they check several answer engines beyond ChatGPT?
- Do they record citation URLs, not just brand mentions?
- Do they provide comparison against competitors?
- Does before-and-after data exist — do they measure a baseline before starting?
- Do they avoid guaranteeing outcomes such as “top placement, no matter what”? What can be guaranteed is scope of work and reporting method

The core is simple: separate the verifiable promises (measure, record, report) from the unverifiable ones (visibility, ranking guarantees).
Does publishing lots of press articles raise ChatGPT visibility?
Article count alone guarantees nothing. Press coverage can be one of the external sources AI checks brand information against, and the same fact being confirmable from a source independent of your own claims can serve as a signal that clarifies what the brand means. But these have to hold alongside:
- The article content has to match the brand’s actual service information — an article saying one thing and the site another blurs the entity rather than sharpening it
- It has to be consistent with other web material — source relevance, credibility and specificity of information likely operate together
- It has to be taken as given that isolating how much a particular article influenced an answer is difficult
So increasing article count and building verifiable brand information are different jobs. The paid-placement offer ZDNet reported is not only uncertain in effect but damages press credibility, so we neither do it nor recommend it.
How Navirang approaches AEO
