It is not a question of direct user numbers but of the index route. Because Copilot uses the Bing index as raw material, being missing from that index removes you from the engine entirely.

“Being indexed in Google means being indexed in Bing automatically”
They are separate. Each has to be registered and checked. Ownership verification, at least, can be skipped by importing from Google Search Console, so registration itself is quick.

What should we do first to appear in Copilot?

After registration, what matters is not whether you submitted but how many URLs are actually indexed.
Is there Copilot-specific work to do?
Almost none. The distinguishing feature of this engine is that it has no dedicated crawler and no dedicated format, so the work overlaps with Bing SEO. Secure index status and write documents in citable units and it carries over. That makes it relatively efficient — the work you are already doing gains one more engine.
Does IndexNow get us into Copilot faster?
It can speed up recrawling. IndexNow is supported on the Bing side, so telling it which URLs changed brings the crawler back sooner. Repeatedly submitting unchanged URLs is a spam signal, though, so only changed URLs should be sent, and only after a deploy that actually changed content.
